Job Purpose:
Responsible for the overall preparation, costing and submitting of quotations, and tenders. To analyze and compile data on all factors that may influence costs e.g. labour, material, special machinery requirements and location in order to prepare estimates.
Responsibilities:
Attend site inspection and bid / scope clarification meetings on behalf of the company as required.
Schedule and lead the tender kick-off meeting with relevant functional representatives and retain records accordingly.
Quantify the exact scope of work to be performed by developing method statements, material take-offs and assessing other services required.
Recommend or initiate the adjudication on quotations received, clarifying anomalies and omissions, and select suppliers/sub-contractors accordingly.
Develop tender pricing schedule and final summary for management review.
Review payment terms, penalties, bond/guarantee requirements and other specific conditions of contract and ensure compliance in final bid submission.
Prepare tender covering letter, detailing all qualifications / exclusions, technical or commercial commentary and standard limits of liability clauses applicable to the bid.
Obtain the required authorization prior to bid submission based on delegation of authority.
Ensure that the Project Manager is briefed on the contract, understands the commercial rates and process, scope of work, sub-contractor details, key client interfaces and other information pertinent to the bid.
Stay up to date of benchmarking data, international standards and estimating indices.
Knowledge / Qualifications / Experience:
· At least 3-5 years estimating experience in steel fabrication environment within the Oil & Gas, Marine, Mining, Energy or Industrial sectors.
· Technical qualification: Dip – Mech Eng, or similar.
· Ability to read and assess manufacturing drawings.
· Ability to apply practical manufacturing / repair skills within the Mechanical Engineering industry.
Functional and Behavioral Competencies:
· Strong communication, (written and verbal), together with high level negotiation and analytical skills are fundamental.
· A sound working knowledge of technical engineering is essential to the role.
· An eye for detail and accuracy with numbers is essential.
· The ability to work without Management direction, use initiative and possess a positive attitude towards teamwork is critical.
· The ability to multi task, have flexibility to switch between tenders, work to deadlines and delegate work activities are also essential.
· Ability to work under pressure and meet deadlines.
